Job Title: Fiscal Manager

 

Department: Fiscal

 

Reports To: Executive Director

 

Salary Range:  $35,000 - $59,500 annually

 

Qualifications:  Bachelor’s degree in accounting or a related field and prior experience in public auditing or non-profit accounting. Sensitivity and responsiveness to the cultural differences of individuals and families in groups outside one's own.

 

Employee Status: Exempt Fulltime

 

Summary Directs the organization's finances and accounting practices by performing the following duties personally or through subordinate managers or assistants.

 

Essential Duties and Responsibilities include the following. Other duties may be assigned.

 

§         Oversees and directs banking, budgeting, audit, accounting, purchasing, and insurance activities.

 

§         Provides and directs procedures and computer application systems necessary to maintain proper records and to afford adequate accounting controls.

 

§         Issues monthly reports on organization's financial stability, cash flow and liquidity

 

§         Coordinates the budget for entire agency and individual programs.

 

§         Directs all cost accounting procedures together with other routine reports.

 

§         Prepares budgets and financial reports as directed by funding sources.

 

§         Prepares actual to budget reports for each program, and the agency as a whole, on a quarterly basis.

 

§         Provides, directs procedures and manages the YSB payroll on a software application and insures wage reporting to state and federal is timely and that payroll taxes are paid.

 

§         Maintains a system of monthly billing and insures that agency is reimbursed for services provided.

 

§         Establishes and maintains contacts with financial institutions used by YSB.

 

§         Directs the Fiscal Assistant in various accounting functions including general ledger, accounts payable, receipting of funds, updating accounts receivable, property accounting and preparation of reports.

 

§         Works with the Human Resource Specialist in regard to payroll.

 

§         Works with the Information Systems Manager to insure the accuracy and timeliness of statistical reports for client tracking information, reports and billing to external agencies.

 

§         Works with the Direct Service Support Supervisor on the day to day purchasing for the agency.

 

Supervisory Responsibilities                                                      

 

Directly supervises fiscal staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

Outcomes

 

While performing the functions of this position, the employee will meet the following outcomes:

 

Generate reports for the state and federal funders at least 2 days before due date.

 

Prepare financial statements for the board mailing for the previous month.

 

Prepare annual evaluations for supervised employees no later than 5 days after their hire date.

 

Close the preceding month's books by the 15th of the month.

 

Limit corrections to be made during annual and funder audits to no more than 5.

Computer Expertise                                   

 

Computer knowledge including Microsoft Office (word, excel, access), keyboarding, and internet/email. An individual should have knowledge of Accounting software; Microsoft Access Database software; Internet software; and Automated Data Processing Payroll systems.
